It's in English but not for Americans in particular. So the advertisers could be from anywhere as long as they use English.

If I want people to advertise on my website and charge them, do I have to register somewhere?

  2. Most folks advertise through an ad agent.  What you will need is a good synopsis of the traffic that goes to your site.  Find out who your customers are (who visits). What is your web traffic, demographics, unique visitors, repeat visitors.  For example, if your web site is geared toward young males (say anime-oriented), it is doubtful that a retirement community would want to advertise on your site.

    Advertisers target audiences and you need to provide them with the correct audience.

    Once you have this info, do some research on internet ad agencies and approach them.  You also might look into banner ad vendors.  While most probably pay on click-throughs, you might be able to tailor the banner ads to appeal to your visitors.
