What progam would you recommend? (PC)?

For making Forum avatars. 100 x 100 for example?

And how do you do it?

The BEST program is, and has been Adobe Photoshop.  It's expensive though.  You might be able to get a free version of it somewhere.

The even more free option is to use Paint.  Start>Run>mspaint

And how do you do it?  Well...  You take images you want from websites and paste them in to your avatar, or you can draw your own, etc.  Upload your av to the website in question or a general web space and viola.

Paint.net is really good.. I used to use it when I had Windows, and it's free :)

There are a bunch of tutorials, so it's pretty easy to make professional looking stuffz0rz :)

It's like a replica of photoshop, but simpler, and awesome :)

It really depends on what programs you are familiar with. I've made Avatars with CorelDraw, Photoshop, GIMP and Inkscape. There are also many "dedicated" Avatar creation programs floating around. Especially in the opensource categories. Searching for "Opensource Avatar Software" should be a good starting point. How to do it? Well, that entirely depends on the program you decide to use. Sorry. That's about as much info as I can offer at this point.

it's an online service, complete free, no need to download anythin'

Hit 'get started' you could sign up for an account for free but you don't have to. You should be on the 'HOME' tab now, hit 'Upload Photos' a file browser pops up, now navigate to your photo folder and upload the photo.

On the 'EDIT' Tab, select resize and enter your desired dimensions.

After you're done hit 'Save & Share' tab, under it select 'Save to Computer'
