What program can I use to convert VOB files into a format that is editable in Premiere Pro?

VOB files are MPEG-2 - try renaming the files to .mpg

If you have Premier Pro version 3.0, it should be able to import VOB files directly. If you have older, you can try this free converter:

Or just type in google VOB to MPEG2 converter and chose your own favorite.

If you have a Sony Vaio, it comes with a program called DVGate Plus.  You'd import by selecting "all Files" from the drop down menu.  

I'm not certain about changing the file name, but it might work too.
