What program can i cut a video with?

Question

i want to cut like the first 10 seconds of a 50MB avi clip

but once i cut it and save it as whatever other format (if not the same)

i want the quality to stay the same and not get worse (the program i have currently does this)

any suggestions?

You can use vcd cutter software.It's the best and the quality remains the same as far as i have worked upon it

Windows Movie Maker.

It may take a while to "open" the avi clip.

But that's what always (usually) happens in most movie editing programs.
