Umm, Go to where the folder for the main installation is for the game on your computer...

Pritty much look arround, look for folders probably it might be best to have hidden folders option on, so that you can see all the folders, there should be like a couple folders for the sounds that happen in the game, you can change these files and replace them with the same name and the same audio format, such as probably WAV, umm, but you can turn the audio clip into whatever you like...

Some games allow you to add your own soundtrack, and instructions on how to do so are included with those games.

Otherwise, no there are no programs that will just swap out the songs in a game for what you want.
