What program do I need in order to draw and write over a video?

I am planning a senior project in which I'll be recording video for use in a physics class. My idea is to edit several videos of martial arts techniques and incorporate them so my teacher can use the clips as a teaching aid. What I need is a way to take video and draw directional arrows and physics formulas on the video. I was trying to find ways to edit the frames of the video with image editors but so far I have hit a dead end. Please HELP!

    open movie editor

    avs video editor

    they all provide buttons for letting you write over movie, or have titles and subtititles and things..
