What program should I use for 3D Animation and Modeling

Question

I am interested in learning 3D Modeling and Animation, does any one have a program, or combination of programs, that can create both professional, high quality Animated Models. (I have an example video at the bottom so you can see what I mean)

I am willing to learn, but don't want anything cheap. I am a decent graphics artist, and have had some modeling and animation experience. I just want to take it further.

Yes, its an add for an online game. But its exactly what I want to make once I learn how, any suggestions? (Note: I don't care that its for a game, I just want to make things LIKE this)
