What programs allow a fourteen-year-old to do community service abroad?

Question

I have a cousin who wants to volunteer abroad next summer, when she will be fourteen.

Are there any programs that allow someone as young as fourteen to participate in?

Find 2 adults and go with them.  My friends went to Cambodia and fed kids in an orphanage.  It cost them the ticket and the food.  YOu don't need a program to help. /
