What programs will let me participate in a Japan Foreign Exchange?

For either my first or second year in high school I would like to participate in a Foreign Exchange program. Preferably, I would like to go to Japan. Sadly, my mom does not have as much money as she'd like. Either I get a full scholarship, or it needs to be cheap. [1-8 thousand at most] So, if anyone could recommend a few sites where I could send in an application for a full scholarship, or where I could get a small scholarship, and pay up to eight thousand dollars at most, that would be really helpful. Thanks a ton.

    Also remember that summer study programs are usually cheaper than programs during the academic year. This might be a more affordable option for you. (Summer programs are also found on that site under the "High School" link on the home page.)
