What programs would a leaflet designer use?

What programs would a company or person that designed leaflets use. I need to design one for a take away. I tried using publisher but it doesnt print on the exact measurements as i make it on the pc, is that my printers fault? Its an Epson DX7450.

Only use Adobe page maker, Adobe In design, or Quark.  All are plenty good for a small business.

You can usually have 1000 fliers printed in full color for less than the cost of the ink for an inkjet printer.
