There's a chip called a 555 timing chip.  You can make a simple circuit with a battery, a few resistors and a few capacitors that will make an LED light blink.  By changing the values capacitors and resistors, you can make them blink at different rates.

You can build the circuit on a solderless breadboard and get all the parts at Radio Shack.
