What province or state is Tokyo in?

Tokyo is not really in a "state" or "prefecture". It has been designated special status by the Japanese government so it is officially called a "to"（都）which means "metropolis". There is only one "to" in Japan and that's Tokyo. Osaka and Kyoto are "fu"（府） and Hokkaido is a "dou"（道）. All of the others are prefectures （県）.

If you want to know which region of Japan Tokyo is located in then that would be the  Kanto Region （関東地方）.

Tokyo is it's own "state". It's actually "Tokyo-to".
