  1. I believe they need a Teaching Certification in the state that you live in (a 4 yr Bachelor's degree specializing in Childhood Education) as well as a Reading Endorsement.

I wonder if the fact that the teacher being 'under qualified' is scaring you off.  He/She could very well be a wonderful influence on your son.  I say, meet the teacher and give it a try.  Just because they're 'under qualified' simply means they don't have the credentials from school.  I believe that experience teaches you much more than schooling does.

  2. It depends on the state.  Most of the time the teacher has a special education license if the child has an IEP. Some teachers have both a reading license and a special education license.  Very few states actually require it, but it is preferred.

I think you posted last week regarding your son's situation with his reading teacher.  I would try to get him far away from that teacher and work with him at home.  There are lots of good resources available at teacher supply stores.  You might want to try homeschool materials over the summer.  You can just purchase reading materials...not a whole set.  Post a question in the homeschooling section and describe your son's disability.  Someone there will know just the program.

It's a bad situation.  Hopefully, that teacher will not be back next year.  Do you have the opportunity to put him in another school?
