  1. That's a tough expression to translate to English.  It has a negative meaning similar to being self-centered or concerned for oneself.

    A lot of Koreans in Busan refer to Koreans in Seoul as "kkak jeng ee."

    edit:  the answer below mine is from an electronic dictionary.  It's wrong.

  2. 깍쟁이 ggak-jeng-e:

    [인색한 사람 in-sek-han sa-ram] a stingy[close-fisted] fellow; a miser; a s***w; a sharp customer; a tightwad; a cheapskate;

    [약바른 사람 yak-ba-reun sa-ram] a cunning[shrewd] fellow; a sly dog.

    Often I hear women (of any age) being referred to by that word more than men. (maybe because women tend to be more/too picky at certain things..?)

    edit: The word has definitions; so I hope it still helps you. It's still right.

    I'm an American of Korean descent. (That user does not understand that term.)

    He's a bully from Seattle and says he's an 'American'/'foreigner living in Korea,' but never mentioned (that I know of) what his origin is, so I'm not completely sure what he is. (Being 'American' has various meanings / roots to it.) He has been harassing me on y!a and carries the title "university professor" here. He also thinks he's better than most Korean men.

    I honestly don't go crazy over when an asker chooses best answer to his or her own question (unlike someone,) but when an arrogant thing like that gives me so much stress online, I have to say something. He shouldn't be a judge in this section. It also has made me wonder, 'Am I dealing with some psycho?' - Seriously.

    Plus, I don't live in NY anymore! HA!

    I apologize. I will try not to answer a question he responses to anymore.
