Correctional Officers are people who supervise inmates.  They are responsible for the care and custody of inmates who are housed in either Jails or in Prisons.  They are responsible for ensuring that all inmates are accounted for, that no inmates escape or harm others.  

Correctional Officers go through a lot of training, most of it is OJT.  Since no school can or will ever be able to teach them every thing that they will need to learn.  They will learn from the school of hard knocks, with in the prisons or Jails is where they will get their experience.

They are not guards, since guard watch things such as building/malls etc.

Correctional Officers watch people with in prisons or Jails.

Sorry the only Ricky Ross that I knew was a bank robber, I doubt that were talking about the same person.  So I'm sorry but I don't know which Rick Ross you are speaking of.
