Generically, a country would work through its Ministry of Foreign Affairs, undoubtedly with direction from its Ministry of the Interior (State Security), and input from its Ministry of Trade.  Accredited representatives from the country would be responsible for establishing foreign policy objectives by communicating and negotiating with representatives of other countries.
