    Paris is located in the north-bending arc of the river Seine

    Latitude:  48° 51' North  

    Longitude:  2° 20' East

  3. Administratively, France is divided into 22 "régions" (excluding overseas territories).

    Each "région" is divided into a few "départements". There are 95 départements in métropolitan France (including Corsica).

    Paris is in the Ile de France "région" and it is the only city in France to be a "département" as well.

    So administratively it is impossible to locate Paris in more than one way other than to say that it is in the Ile de France région. Geographically you can say it is in the middle of the Northern half of France.
