    You may be thinking it was Jews, but in fact, the Muslims made no law against Jewish migration to Palestine until the Zionist movement proposed to take it over and expel the indigenous peoples in the last decades of the 19th century.  Jewish citizens of the Ottoman empire were accorded equal rights under the secular government, when Saladin took back Jerusalem from the Crusadors one of his first acts was to allow the Jews to resettle in it, nor had they been barred by the Caliphate.  The Byzantinian Romans who ruled Palestine before the Arab conquest of 638 had been pretty repressive of Jews as well as non-orthodox Christians and anyone not strictly of their sect.


  2. Well, eastern European Jews began migrating to "Palestine" during the 1890s through the 1920s after the Russian pogroms started, but there have always been some Jews in Jerusalem and elsewhere.
