What replaces mustard seed?

I want to make chutney and can't buy mustard seed in my country. Can I replace it with plain mustard? If so, how much?

If you are talking dry mustard - yes.  Add it to taste.

Most spices would have a different potency depending on the age.  Dry mustard would probably be a little stronger than the seed.
