What responsibility do rich countries have to help poor countries when it comes to Global Warming?

None what so ever.  Poor countries need to get their act together so that they are no longer poor.  We own them nothing.

Under the Kyoto accord we will be buying carbon credits from them.

Rich countries rely for a great part on 3rd world countries for a lot of their raw materials and food ,it is in their best interest for survival to  help take care of these resources.

We need to let them develop their natural resouces and have access to cheap energy just like the USA and Europe.  

Telling them they can't clear their forests and burn coal is simply wrong and will keep them in poverty.
