Villa Nova in Newport - request a window seat - Italian and dark inside- very very romantic! - yummy too!

The Cannery isn't ON PCH but it's on the water and they have a patio too

Las Brisas in Laguna Beach is great seafood and the view is fantastic - you can walk around after dinner

you could always go on a gondola ride in Newport Beach too - it's about $100 and goes up but I think you can get a full on meal on there!
