What riedell ice skates do you refer the cheapes but best quallity?

my ice skates dont fit anymore and i decided to but another pair but with a diff model... what can you refer to me... budget it $100-150

When I was in the basics program I think I started with the blue ribbon series. I upgraded when I got to Freestyle 1 since I needed more support now that I was starting to jump and spin. I believe they are in the price range you mentioned.

I am in Freestyle 2 now and I am currently using Riedell bronze star boots and an MK Coronation Ace blade.

If you can afford the star series, go for it.  The absolute minimum would be the Blue Ribbons, but it does depend on your level.  Check this chart:
