What right does an officer have to give u a violation?

well i wasn't in the vehicle but was walking away from it was close and i was out of it and infront of the vehicle in the state of ILL

A police officer can give you a ticket for anything they want to. A ticket is not a conviction or an admission of guilt. All it is, is a piece of paper saying you can admit guilt by paying it or you can go to court and plead your case. As unfair as it is. a cop can ticket you anytime for anything, without the slightest bit of proof or even probable cause.
