What role does the GS ball play in pokemon.?

I don't have cable so I don't know what happens except if I get a DVD or watch www.youtube.com. What happens when Ash gives the GS ball to Kurt. Also, how do you get the GS ball in Pokemon Silver, Gold and/or Crystal.
