What runs the country, public schools, oxford, cambridge & money, or people from any background, I wonder?

My brother says people from Eton and Oxford control Great Britain. (Cameron and Johnson). Others believe that people with money (like Bill Gates) control us. Can ordinary people win or is there a system working against them.

By the way, I believe until recently there may have been people from Harrow etcetera governing us, in a rather unfair way, but today that doesn't necessarily apply.
