What s the name of the crime of two persons united to commit a crime?

a crime in the net a person insults another , cyberstalk etc both are abroad but the server is american and the site either can the person be denunciated in us?

The offense is prosecutable in the jurisdiction from where it occurs.

The internet provider may be the means used to commit the crime however they are not a part of a "conspiracy" to commit a crime. The crime is commited by the one person insulting the other and doing the cyberstalking.

The victim can contact the internet provider to have administrative sanctions placed upon the offender. If they fail to provide assistance then there can be a claim against the provider.

Because the provider is not an "enforcement" agency...they won't be able to "bring charges" against the offender. The victim must do that with their local authorities.
