  1. Are you sure you are not talking about an unsecured card that helps people rebuild credit, with a limit of 300.00, where after they take out all of their fees, it only leaves you a minimum of 75.00 or less to charge?  I've never heard of secured cards charging fees that will max your credit, because the secured card, are secured by your money, and from their you are responsible for charging and paying on time, since the debt is secured by your credit limit, if you default they already have your money and they will also mess up your credit for not paying on time or defaulting on the loan/debt.

  2. I don't know your specific situation, but here's a suggestion. Are you a member of a credit union? Is there one in your area you can join? Many CUs have open enrollment and provide all the services of banks, with lower or no fees.

You will almost always find that getting a credit card from a CU is better than any of these deals where you try to rebuild your credit and have no room to charge anything.

Most credit unions have cards (MC and Visa)  with lower interest rates and nearly always no fees. The will give you a card with a $500 or $1000 limit, and no deductions for charges or fees. You use the card a few times, pay the balance in full each month, and in a few months, your credit scores should begin to reflect your responsibility.
