What should I do first?

I am creating some "mock" baseball teams and i'm not sure if I should go with the initials of the teams or the mascots as far as drawing them, what should I do? any suggestions? also, who decides whether it will be a letter or a symbol/mascot on the caps for the mlb teams? thank you

initials some mascots don't make any sense like da Philly Phanatic is like some big green monster
