If he doesn't have a band, tag, there's not much you can do, as the band is the way of finding who owns it. You could look online for someone who raises pigeons in your area and see if they would be able to take the bird. Without seeing a picture of it I couldn't tell you what breed it is. If you are unable to find someone who raises pigeons in your area the next best thing to do would be to leave it alone.
