The single most important factor is the grade of the race and the class the dogs have been racing against.  In the US, races are graded A-D, with A being the highest (although some tracks offer AA or AAA as well).  Look at the grade of the race you are handicapping.  Then look at the grade that each dog ran in his/her most recent race.  Generally, a dog that is dropping down (i.e. last raced in A and today is in B) has an edge.  Of course the gamble is that the Grade A dog is still in form and can run a G-A race today.  On the other hand a dog that just won a G-C and today moves up to G-B is usually up against it.  Unless of course the G-C dog has a lot of class and his on his way to G-A ;)
