since there is a yahoo group by that title, I'll guess you're speaking about that. owners promote members of their choosing to moderators, some groups never have the need for anyone but the owner and since this group only has 12 members, my guess is there isn't a need to add more moderators, but that's who you'd need to ask, is the owner of that group
