What should a head of Department of Environment say about environmental awareness?

I got a very open topic for a forum, which is Environmental Awareness. If I were a head of Department of Environment, should I talk about Government's actions to raise environmental awareness in public and promoting actions such as recycling and reducing usage of polluting products, or should I mention actions done by government which Integrates the environmental consideration into the economic decision-making process ( for example : implementing cleaner production guidelines in industries or enacting Clean Air Act)? OR, do you have a better idea what I should talk about?

This is a graded presentation so I REALLY REALLY need to do well.

  1. First, you need to say who the audience is! Secondly, the subjects are barely distinguishable. Why not talk about what you (your authority) are doing for the environment, rather than what the government is doing, People are more likely to listen.
