Alby is correct, education is necessary, but I think even more than education is a stable government.  The education system could be flawless but with a government hindering development at every turn and ruining the country, a good education will wasted.  I'd say first government stability and a government that promotes capitalism, then education.

  4. I don't know if people believe your question is easy to answer, but in reality, it is much more complex. It is debatable, and perhaps it will end at only that.

    Term third world, I believe, came after industrial revolution. Therefore, relating Japan to this discussion would be irrelevant. Japan was, in fact, never was a third world nation. They built the wealth based on the trade with foreigners and invasions. After the war, they had extracted enough resources that they could never be fallen to third world nation listings. Maybe country such as Korea and Philippines(b/f 1990's Asian crisis) are countries that shined from soils that have almost no natural resources.

    I do I agree that education is the key. Since money is the issue and globalization favors poor countries for cheap labors. A third world country with high level of educated population would grow faster.

    Eastern European countries are the boom that people do not usually talk about, but they are grow steadily with perhaps stronger long run outlook. Eastern Europeans' education level allow them to receive demanding jobs from multinationals, while labor intensive countries in East and South East Asia receive low paying, long hours jobs. Of course, you are seeing a trend where even high paying jobs are moving to Asia.

    Nevertheless, the question is how can you provide education to impoverished people, not just education. We can all say that we should give them resources to provide education, but in reality, it is not possible. Their cultural turmoil that has been the key problem for decades and it will not be easily removed. In some sense, you have to let them alone since every action that is being forced will have harsher consequences.

    If you are referring to recent case, such as Africa food crisis, I would say that problem started with intervention from overseas. Since we like to call most of developed nations as free market, I would say it is a natural cause for Africa to suffer since African nations were never able to support their growth with their own power. Even the U.S. cannot support its massive growth, but for the system to work, it is the only way.

    Perhaps, Key areas such as agriculture and infrastructure should be sustainable and live up to the growth. I would say that if there are enough foods in third world nations, there would not be such of mass of things. Education is not the real problem, underlying structure is. How can anyone say that we need to give them education that it should take care the problem? How can anyone say that we gave them enough food to them? Giving them food would lead to consequences and we cannot even give enough food in reality. If we are going to give help, we should invest in companies that are willing to go into third world countries to create underlying structure. Of course, who would do that when there is too much of risk and not enough returns? I would say sustaining development is up to themselves and that we could only offer help that would not ultimately create consequences in the future.

    Of course, it is arguable, therefore, you might have to specify a country to get a closer look on their growth and the problem. **** happens and it really matters on themselves, not foreigners. Volunteering to go to a thrid world country could be an ideal resolution that I could never go against.

  5. Education.  The key to prosperity is education. It is the ONLY way a nation will prosper. Even if you have zero natural resources, you can still prosper. Just look at Japan.
