What should be the first actions, when you witness a major gas leak?

If there are people in the building running away from the gas leak would the last option...So please, if you know, what are the first things I want to do if I witness a gas leak in a building with other people?

Get everyone out.

Call the fire department. Then the police. Then the gas company.  or 911 then the gas company.

and thats all you can do unless you are a trained emergency responder.

make sure nobody is smoking

make sure no candles or gas cookers or any other flames

open windows

get yourself and everyone else out

get to a safe space and call emergency services

keep all evacuated people together so fire brigade are not looking for them inside

Do not use telephones and extinguish any lighters, cigarettes or anthing with flames.  Evacuate the building as soon as possible.  Do not use cell phones either.  Find main gas shut off.  Evacuation of building is critical as gas fumes can be fatal.

If I have only few seconds, First, I will run to save my life and while running alert everyone to clear out. This is top priority.

Secondly, Call 911 from a phone away from the gas leak area. The keypad's sparks can ignite gas...! - Also have a presense of mind: DO NOT turn on or turn off any lights in the area as you run away. The spark at the switch plate can go KABOOOOM.......!!

Tell them (911 people) to call the gas company too. Even without your telling them they will do it anyway. Same goes for the police, they will alert them. You do not have to do it.

So saving your life and THEN the others is your First Action. Everything else can happen as time permits.
