What should be the medium of instruction in Educational Institution?

Is it the Mother tongue or the International language?

This is not a problem in English speaking countries because it is their mother tongue.

Here in the Philippines many of the Graduates in many schools had difficulty in understanding many subjects they are taking because the medium of instruction is in English.

Our Mother tongue is Filipino based in tagalog. Many students missed to comprehend many lessons because it is in English. Thus they are becoming unuseful part of the society.

What is your opinion regarding this matter?

Medium of instruction is a difficult issue, as your question indicates.  Students must be comfortable with every language in which they will eventually have to perform, so the question is, once the students are out of school, will they need English again?  If they are going to have to conduct business affairs or perform tasks in English, they probably need to know it well enough to be comfortable studying in it.  If not, then perhaps more courses should be offered bilingually or exclusively in Tagalog.  There is also a question of whether the students who are having difficulty have been adequately trained in English.  If they have taken and passed rigorous English language courses, then there is something wrong if they are not ready to do the work.  Further, are the teachers native speakers of English, or is English a second language for them as well?  Sometimes native speakers use expressions and grammar which even the best prepared ESL student cannot follow.   If that's the case, the instructors need training in how to make presentations to students for whom English is challenging.
