What should encourage to my 5 years old to do ski or snowboard?

both. you'll never understand the "other side" unless you try both. at that age, why not? some people are better at one, some better at the other. do a test of both to see what makes him  / her smile.

For young kids, have them watch other kids ski and snowboard encourages them to ski or snowboard.  Have him or her watch the x-games or a ski/snowboard movie.  And to answer the people above me.  Snowboarding is not any more dangerous or easier then skiing.  I would know since im a Ski, Snowboard, and Snowblade instrutor!  Both are equally dangerous, and as for easier, that truly depends on the person.  I seen 5 year olds that put on some skis and they were naturals, and when they tried snowboarding they simply could not do it. and vice versa

snowboard...for several reasons

1) Cost...skis and boots are expensive!  As he grows he will need new stuff and snowboarding wont weigh down your wallet as much as skiing does

2) Snowboarding is the fastest growing activity among young kids.  Teach him now and he will be so happy as he gets older.  Plus it will be fun watching him get better and better

3) It is easier to learn

Take him to the mountain and let him see people doing both.  If you can swing it, I'd say take a lesson in both to see what he likes better.  My daughter skis and saw all her friends boarding, so I got her a lesson and she hated it.  I think if you let them decide, it will make your time at the mountain more enjoyable.
