You can be Dorthy from The Wizard Of Oz. They sell those costumes and the dress is short. I'm 13 and that's what I want to be.

i think you should wear anything u want. But if u want something that is not S****y i suggest a witch. Just dont overdo it. Hope this helps.

On my my best halloween costumes was being a devil with a blue dress on (Like the song). You can find a blue dress that flatters your shape, red fishnets, then you only need a tail, horns and pitchfork.
