What should i do??, I am planning a surprise party for my brother.?

My brother is turning 17 and he hasnt had a party in like 4 or 5 years because it is on July 5th and we are always go for the 4th of july so i want to make this special. I am going to do a rock and roll themed, (not the poodle skirt stuff, i mean modern rock and roll) He is in a band and we are inviting them and a few of his friends. I also need some decor ideas!

decorate with musical notes (should be able to find plates, napkines, etc., at a party store) get some bongo drums, inflatable guitar, should be able to find some inexpensive items at a Target or local toy store.  If you have a picture of your brother in his band or by himself with the instrument he plays, have it framed with a very large border around it and have all the guest write a happy birthday with.  You could use poster board as well.
