Send them a letter like from City Planning, tell them that due to several complains from the neighbors, (and you like can include date) our agent sited you playing music over (60hz or something).  And then you can say, (make it up) like according to city planning code section C31678-2 noise over 46Hz  is considered violation of noise pollution law and is punishable by fine up to $900.  We will be conducting random tests in your neighborhood on random days and after a warning violators will be prosecuted. Thank you for  helping reduce noise pollution in our neighborhood.  Or something like that, make it sound official and have some fake, but sounding real, return address( maybe headquarters in some other city.. . And mail it somewhere from further from your home. (It worked for me.:])

Hello,,maybe it's just to cover up the screams from the little children. Did you call the police and tell them you heard the screaming?

Call the police. Let them handle the neighbor. People who play loud music know what they're doing and they don't give a rat's behind.

Unless it's an elderly person with a faulty hearing aid, just call the cops.
