I would use epoxy. Its really strong. As long as you don't plan on removing it anytime soon, it should hold very strong.

power grab.  we use it to hold projects together before nailing or s******g, there are several types to choose from, long lasting, hold is strong over long period of time

don't use epoxy its too brittle, liquid nails might work, gorilla glue would be expensive and is primarily for gluing wood to wood

You cannot glue anything to concrete if you live a place that freezes in the winter, concrete will soak up water in the day and freeze at night breaking the bond on a flat surface when the water expands, You can try and drill some shallow holes in the concrete and then use the Glue, This will let the glue reach in like pegs or anchors and really hold on.
