What should the goverment do to abnormal childs?

If u're a goverment of an area and u have some abnormal children (Hyperactive, idiotic, etc).. But you don't have any special schools for them..What will you do (as the goverment)?

Take care of them. If there were no schools already then I would have a number of them built.

They should make schools for them. The government should have enough money for its citzens.
