  2. Nothing , leave it as  a natural  area . A sanctuary / reserve .

The water needs to be redistributed.  Too much is going to Phoenix, Las Vegas and Los Angeles for watering lawns while people in Colorado are on water restrictions.  We need to keep supplying the farm lands to grow food.  Southern California needs to find another source for water even if it means building expensive desalination plants.  At least they have an ocean with unlimited water.  Colorado, Utah, Nevada and Arizona only has the water from the melting snows.  Then we also have to allow Mexico to get their share.

  5. The overwhelming majority is used for agricultural irrigation.  So many cities and towns draw from the river for consumption and industry but the amount used is so small.  

    Irrigation of crops is very important obviously, but homes and industry would have to be the priority.
