Anyway, as little as I know about Dr. Evil's personality, I'd have to say  - due to exaggerating mostly - there's some Sagittarius in there. Then I'd have to be careful about what I say. Scorpio? Capricorn? The fact that he hates Austin Powers so much, I would say Scorpio... Capricorn would simply not care.
