i had problems getting shoes for my daughter, the smallest i could get in a shoe not a soft slipper was a size 4, Clarks do shoes size 21 i think they are a size 3 (baby sizes)

you get the little booties from newborn sizes though

depends on the age of the kids could start from a size 13 which is smaller than a size 1

the first size will say newborn, or infant.. After that they usually have a 2,3,4. (toddler )... up to 13 (boys, girls) then they start over with 1 in the (kids) section. confusing.... isn't it? there are also wide sizes available.
