  1. 19" is probably large in most brand's measurements.  You might be able to go with a medium though.  really the only way to go is go to a local bike shop and have them help you out with finding a bike you like and getting it to fit you.

  2. try a medium to large, the bike shop should let you try riding both so you can judge your comfort level. If you feel cramped up then try the next size up. If you plan on aggressive mountain bike riding don't get a bike that feels too big for your size.

  3. to determine your best fit, go to your local bike shop. there you can try different bikes, to get the right one for you. you'll find out quickly enough that a 19" frame by one manufacturer may feel larger or smaller than another's, as the frame geometry is different. likewise with sm, med, lg.
