  1. Any 20x___ wheel will have a bead seat diameter (BSD) of 406mm.  This is the diameter of the wire bead in the tire that fits into the notches in the rim.  This is a standard size, and you will rarely encounter a 20" rim of a different size (they were mostly used on older Schwinn kids bikes).  If you walk into a shop, and say you need a 20" wheel, the employees there will be able to get one for you.  If you're scavenging from another 20" bike, you will almost certainly find the right size on the first try.  The exact width of the tire is not important, the BSD is.  A 1.95 tire will fit on a rim in place of a 2.2.  This will only be a concern if the rim is extremely narrow (<1.5"), like those found on juvenile race bikes (however, these are rather rare).

  2. standard 20" street / park / dirt rim. I think most standard BMX rims are 20"x1.75. I don't know this for definite but i don't think a 20x2.20 tire will fit onto a BMX race rim. That is most likely to be wrong but i would just consider it before you buy a rim, see what other people say.
