What small digital camera can i use to take a pic at a concert and have it look at LEAST like this..?(link)?

The picture  you have sent is so low in quality , So I think with a Mobile camera like N95 you can take such a picture , but if you are serious about buying a good camera , try canon powershot series. A720 is can be a good choice .

However I have bought a Canon G9 some days ago , it has a hot shoe and place to change the lens later ( a bit heavier than small cameras but it is semi-pro)
