I don't think anyone can actually properly answer this question.  There are a lot of snowboards out there.  

Beginner snowboards will be soft, and boards made for rails and stuff will be flexy.

a few of my friends ride on a Burton seven and an option board they have incredible flex the Rome board is awesome too

Hard to say but the Lib Tech Skate Banana (sold out in north america until next year) is probably one of the softer ones.  I wouldn't recommend it for a beginner though - do some research on it.

The Rome Artifact is another jib-board with a super soft flex.

I ride a Capita Indoor Survival, it's great all around and twin all the way.

That's what comes to mind for newer, quality, boards.
