What societal provisions for "needy" mothers exist?

i'm especially interested in those who can compare conditions in the US to other developed countries.

For comparison, in the UK we have a government department comitted to children and family dedicated to the welfare of children.   There is housing, tax credit, free milk free antenatal care.  We have a government program called surestart http://www.surestart.gov.uk/   Children and families are encouraged and supported to stay together and the tools are available to keep families together

    There is an organization called Homestart, which supports families and is a wonderful resource http://www.home-start.org.uk/

    There is access to free, UNBIASED counseling for women facing a 'crisis' pregnancy

    I am in a unique position here and witness the stark contrast in the systems UK/USA and whilst the system in the UK is not perfect by any means; the American system is disgraceful IMO
