In that case I would suggest Access ONLY if you don't know how to do programming. However I must tell you I am reluctantly recommending it because a more robust and safe solution which is totally free and can handle the data and that many users is:

If you know of anyone that is a decent programmer and knows either C# or VB this would be an ideal choice for you.

Access may even present you with some hurdles. While its not a database, Excel, in a pinch could be used.

Others that would work would be MySQL and FoxPro, although Fox has been disco'ed its very scalable.

It depends on how complex your needs are and what your budget is. Just based on what you say here you could probably use Microsoft Access to provide what you need.
